SUBJECT:     Working Papers for Fifteen-Year-Old Minors in Mercantile Establishments

This memo is to inform you that Governor M. Jodi Rell has signed Public Act 08-108, An Act Concerning Minors in the Workplace. This act, effective June 2, 2008, restores the provision to Connecticut General Statutes Section 31-23(b) that allows a minor who has reached the age of fifteen to be employed or permitted to work in any mercantile establishment, as a bagger, cashier or stock clerk, as long as the employment is:

         limited to periods of school vacation during which school is not in session for five consecutive days or more, except that such minor employed in a retail food store may work on any Saturday during the year;

         for not more than forty hours in any week;

         for not more than eight hours in any day; and

         between the hours of seven o'clock in the morning and seven o'clock in the evening, except that from July first to the first Monday in September in any year, any such minor may be employed until nine o'clock in the evening.

Therefore, you can now issue Working Papers (ED 301) to fifteen-year-olds to be employed in mercantile establishments. If you have any questions, you can call or e-mail Carl Paternostro at (860) 807-2110 or carl.paternostro@ct.gov.
